CCM/E Holds 26th Oversight Committee Meeting to Review GC7 Grant Performance

The 26th CCM/E Oversight Committee Meeting was held on September 8, 2025, in Addis Ababa. The meeting brought together key stakeholders, including Principal Recipients (PRs), Sub-Recipients (SRs), and federal agencies, to review the performance of Global Fund Grant Cycle 7 (GC7) for Period 4 (April–June 2025). It served as an important platform for comprehensive dialogue on programmatic and financial performance across HIV, TB, Malaria, and Resilient and Sustainable Systems for Health (RSSH), including efforts under the COVID-19 Response Mechanism (C19RM). The session also assessed grant implementation, identified challenges, and formulated actionable recommendations.

The meeting was chaired by Ms. Tina Boonto, Vice Chair of the Oversight Committee (OC), who emphasized the need for a strategic approach to achieving program goals amid budget cuts and resource constraints. The agenda was guided by a detailed presentation from Mr. Abayneh Admas, the CCM/E Secretariat’s Oversight and Compliance Officer. He presented consolidated programmatic and financial performance for Period 4 across HIV, TB, Malaria, RSSH, and C19RM grants, highlighting key progress areas as well as critical implementation bottlenecks. His data informed in-depth discussions on major challenges, including supply shortages, procurement delays, and system-level operational gaps affecting grant performance.

Mr. Fekede Shiferaw, representing the Ethiopian Pharmaceuticals Supply Service (EPSS), provided an update on the status of procurement orders and unliquidated Purchase Orders (POs) across all grants.

Participants aligned three key objectives:

  1. Review programmatic and financial progress of GC7 grants
  2. Identify new and ongoing challenges hindering performance
  3. Propose actionable recommendations with clear responsibilities and timelines

The meeting fostered open discussions in which OC members and participants addressed concerns related to program implementation, finance, procurement, and supply distribution, as well as strategies to strengthen monitoring systems in consistently low-performing regions. The Committee underscored the importance of proactive mitigation planning to ensure service continuity and program resilience.

By the end of the meeting, the Committee had consolidated a list of core challenges and drafted preliminary recommendations. Each recommendation was assigned to a responsible body with a defined timeline for follow-up, demonstrating strong commitment to accountability and continuous improvement. These recommendations will be shared with the CCM/E leadership for final review and action.
