122nd Regular CCM/E Meeting Conducted on June 09, 2026
The 122nd Regular Meeting of the Country Coordinating Mechanism of Ethiopia (CCM/E) was held on 09 July 2026. The meeting took place at a critical juncture as Ethiopia commenced the development of the Global Fund Grant Cycle 8 (GC8) Funding Request while simultaneously overseeing the final phase of Grant Cycle 7 (GC7) implementation and the closure of the C19RM grant.
H.E. Mrs. Semereta Sewasew, State Minister of the Ministry of Finance and Chairperson of the CCM/E, warmly welcomed CCM/E members, alternates, observers, and representatives of the Principal Recipient (PR) and Sub-Recipients (SRs) to the meeting. She expressed her appreciation for their continued commitment and collaboration in strengthening Ethiopia’s response to HIV, Tuberculosis (TB), Malaria, and Resilient and Sustainable Systems for Health (RSSH).
In her opening remarks, the Chairperson underscored the strategic importance of the meeting, noting that it provided an opportunity to review the implementation progress of the GC7 grants, assess key achievements and implementation challenges, and provide strategic guidance for the preparation of Ethiopia’s GC8 Funding Request, including deliberations on the proposed GC8 grant modalities. She encouraged members to actively engage in the discussions and provide constructive recommendations that would strengthen grant performance and contribute to the development of a high-quality, evidence-based GC8 Funding Request. She then officially declared the 122nd Regular Meeting of the CCM/E open.
Dr. Girmachew Mamo, CCM/E Vice Chair, presented the meeting agenda for endorsement. He then invited Mrs. Helen Tilahun, Member of the Ethics and Governance Committee, to facilitate the members’ declaration of conflicts of interest.
Matters arising from the 122th CCM/E meeting were subsequently presented, and the minutes were reviewed and endorsed.
During the meeting, CCM/E members deliberated several key agenda items, with particular focus on: Update on the oversight of the Global Fund was presented HIV, TB, Malaria, RSSH, and C19RM grants, period 7 (January-March 31) GC7 implementation, the status of C19RM grant closure, key implementation challenges, and Oversight Committee recommendations for CCM/E decisions; Progress update on the GC8 Funding Request Roadmap, including preparations for the Country Dialogue and Funding Request Development Process.
Dr. Neghist Tesfaye, OC Chair, presented updates on the CCM/E summary dashboard for GC7 period 7 (January 2026 – March 2026) and OC recommendations from its 29th OC meeting with PR and SRs at the 121st CCM/E Regular Meeting AND CCM/E Extraordinary Meeting
Dr. Kassa Hailu presented the different Global Fund GC8 funding request modalities, comparing the Single Multi-Component Funding Request, Single Consolidated Funding Request, and the traditional stand-alone grant approach. CCM Members discussed and reviewed the advantages and implications of adopting a Single Consolidated Grant versus a Single Multi-Component Funding Request to inform Ethiopia’s GC8 application strategy.
