30th Regular Meeting of the CCM/E Oversight Committee conducted on August 19, 2026

The Country Coordinating Mechanism (CCM/E) Oversight Committee (OC) held its 30th regular meeting for a full day on August 19, 2026, in Addis Ababa, Ethiopia. The session was chaired by Dr. Neghist Tesfaye Chairperson of the OC and Dr. Samuel Girma, OC Member.

Dr. Neghist Tesfaye, Chairperson of the Oversight Committee (OC), welcomed the meeting participants. She noted that the OC would review the grant performance for the GC7 period (April-June 2026) with PR and SRs.

The primary focus of the meeting was to thoroughly review the progress and performance of the Global Fund grants, including activities related to HIV, Tuberculosis (TB), Malaria and Resilience and Sustainable Systems for Health (RSSH) specifically covering Grant Period 7 (April – June 2026) based on Principal Recipient (PR) dashboards.

Key objectives included discussing the performance of the Global Fund GC7 Grant, assessing the status of agreed action items, the GC7 procurement status for HIV pharmaceuticals and health products stock status, status of the accelerated plan and identifying key bottlenecks and challenges affecting grant implementation and performance, ultimately aiming to suggest essential solutions and recommendations for CCM/E decisions. Participants included OC members, PRs’ Program, M&E, PSM, and Finance Focal points, and representatives from Federal Level Implementing Entities such as EPSS, EFDA, EPHI, NEP+, CCRDA, OSSHD, ISHDO, Love in Action Ethiopia, and CHAI.

The meeting included detailed presentations: Mr. Abayneh Admas, Oversight and Compliance Officer at CCM/E Secretariat, provided a summarized overview of period 8 performance for all grants, detailing programmatic indicators, cumulative disbursement, allocated GC7 budget, absorption rates, and identified gaps.

Following this, Mr. Fekede Shiferaw, Senior Supply Chain Manager at Ethiopian Pharmaceuticals and Supply service (EPSS), provided an update on budget disbursement and absorption and supply stock status levels for each grant. A detailed analytical review and structured discussion followed the presentations, with members and participants thoroughly reviewing the programmatic performance, examining the performance variances among Sub-Recipients (SRs) and Sub-Sub-Recipients (SSRs).   The Oversight Committee drafted focused action points for the PR grant focal point, and these will be shared with the CCM/E on the next regular meeting for approval.

Mr. Hayelom Assefa presented oversight field visit findings which was conducted site visits across the Central Ethiopia, Sidama and Afar Regions.

The CCM/E Oversight Committee (OC) conducted site visits across the Central Ethiopia, Sidama, and Afar regions.  He presented the programmatic strengths and achievements for the three regions and mentioned the defined critical bottlenecks across six core domains that require immediate corrective action. It emphasizes the major gaps, recommendations and responsible body to follow.
