123rd CCM/E Regular Meeting
The 123rd CCM/E Regular Meeting was held on August 27, 2026, at the Ethiopian Pharmaceuticals Supply Service (EPSS). H.E. Mrs. Semereta Sewasew, State Minister of Finance and Chairperson of the CCM/E, welcomed CCM/E members, alternate members, observers, and representatives of the Principal Recipients (PRs) and Sub-Recipients (SRs).
H.E. Mrs. Semereta expressed her appreciation to Dr. Abdulkadir Gelgalo, Director of EPSS, and his team for hosting the meeting. She also acknowledged CCM/E members for their continued commitment to strengthening the national response to HIV, tuberculosis (TB), and malaria.
In her opening remarks, the Chairperson:
- Emphasized the need to accelerate GC7 implementation and financial utilization, noting that Period 8 absorption had reached 67%, while cumulative absorption stood at 53%, with ten months remaining in the implementation period.
- Urged CCM/E members to carefully review the Oversight Committee findings and provide practical, actionable recommendations to address identified implementation challenges.
- Called for strategic and evidence-based contributions to the GC8 Funding Request process.
- Encouraged members to actively participate in the review of the Year II Annual Performance Report and the development and review of the Year III Annual Plan.
- Formally declared the 123rd Regular CCM/E Meeting open.
Conflict-of-Interest Declaration
Dr. Girmachew Mamo, CCM/E Vice Chair, presented the meeting agenda for endorsement. He then invited Mr. Awed Jibril, Chair, of the Ethics and Governance Committee, to facilitate the members’ declaration of conflicts of interest.
Review and Endorsement of the Previous Meeting Minutes
The CCM/E reviewed matters arising from the 122nd CCM/E Regular Meeting held on July 9, 2026. Following the discussion and confirmation of the matters arising, members endorsed the minutes of the 122nd CCM/E Regular Meeting.
GC8 Funding Request Progress Update Dr. Girmachew, CCM/E Vice Chairperson, invited Dr. Ameha, Consultant, to present an update on the progress of the GC8 Funding Request development process
GC8 Allocation and Prioritization
The meeting was informed that Ethiopia’s total GC8 allocation was US$360.99 million,
The prioritization process focused on interventions that are high-impact, high-priority, relevant, sustainable, and provide value for money, while ensuring alignment with national priorities and the Global Fund’s strategic direction.
Funding Request Development Process
The presentation highlighted the progress made in developing the GC8 Funding Request, including efforts to strengthen integration and coordination across the HIV, TB, malaria, and RSSH components. The process also considered sustainability, programmatic priorities, implementation feasibility, and available domestic and external resources.
Sustainability and Funding Gaps
The meeting noted significant continuing funding gaps in the national strategic plans, particularly for TB and HIV. For TB, the projected funding gap was estimated at approximately 39.5% in 2028, 40.9% in 2029, and 42.5% in 2030. These gaps underscore the importance of strengthening domestic financing, resource mobilization, co-financing, and long-term sustainability planning.
Government Co-financing Commitment
The proposed government co-financing commitment for GC8 was presented as US$340.80 million over the three-year implementation period for HIV, TB, and malaria. This represents an 8.6% increase compared with the GC7 commitment, demonstrating the Government’s continued commitment to sustaining and strengthening the national response to the three diseases.
Implementation Arrangements
The presentation also provided an overview of the proposed GC8 implementation arrangements, including coordination among relevant government institutions, Principal Recipients, Sub-Recipients, communities, civil society organizations, and other key stakeholders. The arrangements are intended to promote effective implementation, accountability, coordination, and efficient utilization of Global Fund resources.
Following the presentation, participants provided questions, comments, and recommendations on strengthening the GC8 Funding Request.
H.E. Mrs. Semereta Sewasew, CCM/E Chair, highlighted the need to:
- Protect gains in HIV, TB, and malaria while strengthening institutional capacity.
- Promote an integrated approach reflecting community and service delivery needs.
- Further consult CSOs to ensure community perspectives are reflected in the GC8 Funding Request.
- Use GC7 lessons, achievements, and oversight findings to inform GC8 priorities and address anticipated implementation challenges.
- Promote integration and alignment with support from other development partners, including the World Bank.
- Encouraged the Ministry of Health to triangulate financing options and engage with the Ministry of Finance to identify sustainable financing opportunities.
- Stressed that the GC8 application should address the needs of vulnerable and disadvantaged populations, beyond programmatic priorities alone.
- Emphasized the importance of saving lives and protecting the gains of years of investment, with the human element remaining central to the funding request.
- Noted the need to consider trade-offs and prioritization while maintaining focus on life-saving interventions.
Update on Global Fund Oversight – GC7 Period 8
- Oversight Update on HIV, TB, Malaria, and RSSH – GC7 Period 8
Dr. Neghist Tesfaye, Chair of the Oversight Committee (OC), presented an update on the CCM/E summary dashboard for GC7 Period 8 (April–June 2026), including the recommendations arising from the 30th OC meeting with the Principal Recipients (PRs) and Sub-Recipients (SRs).
The presentation covered the following key areas:
- Financial disbursement and absorption: The financial performance of GC7 grants for Period 8, as of June 30, 2026, was presented and discussed.
- Programmatic performance: The programmatic performance of the four grants—HIV, TB, Malaria, and RSSH—was presented and reviewed.
- Implementation challenges and bottlenecks: Dr. Neghist highlighted key challenges and bottlenecks identified during the 30th regular OC meeting with PRs and SRs, together with recommendations for consideration and follow-up by the CCM/E.
2. Oversight Field Visit – Key Findings
- Mrs. Robin, CCM/E Member and Vice-Chair of the Oversight Committee, presented the findings of the recent Oversight Field Visit, highlighting the major strengths, challenges, and areas for improvement identified during the visit.
- CCM/E members actively participated in the discussion and provided comments, observations, and suggestions on the presentations. The issues raised were noted for appropriate follow-up and action.
Following the discussion, the meeting was concluded at 3:00 PM.
