Second Country Dialogue on the Global Fund Grant Cycle 8 (GC8) Funding Request for Ethiopia Conducted on 18 August 2026

Summary – Second GC8 Country Dialogue

• The second Country Dialogue on Ethiopia’s Globa Fund Grant Cycle 8 (GC8) Funding Request was held on 18 August 2026 in Addis Ababa and in a hybrid format.  It bringing together 75 participants from government institutions, civil society and affected communities, development and technical partners, the GC8 Writing Group, and the Global Fund Secretariat.

• The opening remarks were delivered by CCM/E Executive Secretary Dr. Kassa Hailu and CCM/E Vice Chair Dr. Girmachew Mamo. They emphasized the importance of making country dialogue an integral part of the Global Fund GC8 funding application process and ensuring meaningful engagement of stakeholders in shaping priorities and refining the GC8 Funding Request.

Key areas presented

• Key issues presented included the GC8 strategic shifts toward sustainability, self-reliance, prioritization, integration, stronger community systems, and increased domestic financing.
• Ethiopia’s presented allocation envelope was US$360.986 million, with US$195.271 million for HIV, US$50.834 million for TB, US$96.429 million for malaria, and US$18.452 million for RSSH. Government co-financing commitments were presented at US$340.805 million over three years.
• The draft proposals for the four components covered the epidemiological context, interventions and activities, service-delivery innovations, performance framework, funding landscape, and budget.

Plenary Discussion

• Focused on prioritization, feasibility, costing, implementation arrangements, sustainability, operational requirements, community and key population engagement, equity, safeguarding, and alignment with national strategies.
• Participants emphasized the need to ensure that priorities are supported by realistic implementation arrangements, adequate resources, clear responsibilities, and measurable results.

Key Outcome

• The dialogue confirmed broad stakeholder support for the strategic direction of the GC8 Funding Request, while identifying areas requiring further technical and financial refinement.
• The next steps are to incorporate stakeholder feedback, strengthen implementation arrangements, reconcile the narrative, performance framework and budget, validate financing gaps and PAAR priorities, and further prepare the Funding Request for CCM/E review, endorsement, and submission to the Global Fund.
