Third Extraordinary CCM/E Meeting Conducted on September 30, 2026
The Third Extraordinary Meeting of the Country Coordinating Mechanism for Ethiopia (CCM/E) was held on September 30, 2026, to review and deliberate on Ethiopia’s Global Fund GC8 Funding Request. More than 65 CCM/E members, alternates, observers, partners, constituency representatives and Global Fund Secretariat participated in the meeting virtually,
H.E. Mrs. Semereta Sewasew, CCM/E Chair, welcomed participants and expressed appreciation for their continued commitment and contributions throughout the GC8 Funding Request development process. She highlighted the critical importance of the meeting, given the approaching October 5, 2026, Window 3 submission deadline, and emphasized the need for thoughtful deliberation, constructive dialogue, and collective decision-making.
The Chair underscored that the main agenda was the review and endorsement of Ethiopia’s GC8 Funding Request, which had been developed through an inclusive and consultative process involving government institutions, technical experts, development partners, civil society organizations, affected communities, and CCM/E members. She emphasized that the Funding Request provides an important opportunity to advance Ethiopia’s response to HIV, Tuberculosis and Malaria, while strengthening resilient and sustainable health systems and ensuring that Global Fund investments are aligned with national priorities.
During the meeting, Dr. Amaha Haile, Lead Consultant, presented the final-stage GC8 Funding Request, covering the allocation and program split, the development process and strategic shifts, prioritized interventions for HIV, TB, malaria and RSSH, co-financing and implementation arrangements, and the consolidated budget.
The presentation further highlighted key strategic priorities, including integrated approaches across the three diseases, strengthened primary health care and community systems, improved HIV prevention and treatment services, expanded TB diagnostics and private-sector engagement, strengthened malaria prevention and surveillance, and investments in resilient and sustainable health systems.
Participants raised and discussed technical and strategic issues. The technical teams provided clarifications and committed to addressing outstanding comments and ensuring consistency across the Funding Request and budget.
Following the discussion, CCM/E members unanimously agreed that the GC8 Funding Request should proceed to finalization and be endorsed through email. The Secretariat and relevant technical teams were tasked with addressing the remaining comments and reconciling the final budget and commodity figures. Following completion of these actions, the final Funding Request will be endorsed through email and submitted by October 5, 2026.
The meeting reaffirmed the commitment of the CCM/E and its partners to ensuring an inclusive, technically sound, and strategically aligned GC8 Funding Request that responds to Ethiopia’s priorities in HIV, TB, malaria, and health-system strengthening.
