CCM/E Holds 118th Regular Meeting, Addis Ababa, Ethiopia – July 10, 2025

Yesterday, the Country Coordinating Mechanism for Ethiopia (CCM/E) convened its 118th regular meeting, a crucial half-day session.

The meeting was efficiently chaired by H.E. Ms. Semereta Sewasew and co-chaired by Dr. Girmachew Mamo, who delivered a welcoming remark to commence the session. Highlighting the robust engagement from national health leadership, the meeting also saw the participation of H.E. Dr. Mekdes Daba, Minister of Ministry of Health, in her capacity as a CCM/E member, and H.E. Dr. Dereje Duguma, State Minister of Ministry of Health, serving as an alternate member. Their presence underscored the Ministry of Health’s direct involvement and commitment to these vital national health priorities.

The session began with an insightful update from Dr. Fuad Temam, an Ethics and governance Committee (EGC) member. He elaborated on the recent development of a crucial checklist designed by the EGC to monitor CCM/E meeting discussions and decisions. This tool aims to ensure adherence to ethical considerations and actively identify areas for continuous improvement, reflecting CCM/E’s dedication to transparency and good governance.

A significant portion of the meeting was dedicated to a comprehensive discussion on the Grant Cycle 7 (GC7) Period 3 (April- June 2025)performance for the Global Fund grants. These grants support vital programs combating HIV, Tuberculosis, Malaria, strengthening Resilient and Sustainable Systems for Health (RSSH), and addressing C19RM. Dr. Anteneh Kassa, Chairperson of the Oversight Committee, delivered a detailed presentation of the grant performance, drawing key insights from the Ministry of Health (MoH) Dashboard. This was further enriched by a presentation of key findings and actionable recommendations derived from recent oversight field visits conducted in the Somali, Amhara, and Benishangul-Gumuz Regions. The subsequent discussions were carefully structured around programmatic efficacy, financial stewardship, procurement processes, and service quality, ultimately highlighting identified challenges and the Oversight Committee’s precise recommendations for CCM/E’s decisive action.

The second pivotal agenda item centered on the GC7 Reprioritization and Revision of Grant Activities. CCM/E Members received updates on communications from the Global Fund concerning how much reduction from the approved grant amount for the GC7 grant implementation period. A thorough and engaged discussion ensued regarding the ongoing reprioritization exercise, benefiting greatly from expert guidance provided virtually by members of the Global Fund Country Team. An actionable plan and a tentative timeline for the crucial grant adjustment agenda were clearly outlined. Following these in-depth discussions, CCM/E Members formally endorsed the communicated budget cut amount from the Global Fund Country Team. Crucially, they collectively decided to initiate the reprioritization exercise promptly and committed to officially endorsing the final results in an extraordinary CCM/E meeting, demonstrating agility and commitment to optimizing resource allocation for maximum impact.

Finally, Mr. Dagim Demtew, CCM/E Executive Secretary, provided an update on the progress of the Health Sustainability Roadmap development status. The Ministry of Health leadership, reiterating their commitment, presented the progress made and openly discussed identified issues. Strong follow-up from the MoH was emphatically pledged, and appreciation was expressed for the significant progress achieved thus far in this vital long-term initiative to build a robust health system.

This productive 118th meeting underscores CCM/E’s unwavering dedication to effective grant management, strategic adaptation, and ensuring a resilient and sustainable health future for Ethiopia, in close collaboration with all its partners.
