120th CCM/E regular meeting was in Addis Ababa, Ethiopia December 3rd, 2025

The 120th regular meeting of the Country Coordinating Mechanism for Ethiopia (CCM/E) was successfully held in Addis Ababa on December 3rd, 2025. The meeting was a critical forum for assessing the performance of Global Fund grants and strategizing for future funding cycles.

As co-chaired by H.E. Ms. Semereta Sewasew, State Minister of Finance, and Dr. Girmachew Mamo, the meeting brought together CCM/E members and alternates, Principal and Sub-Recipients, and various key national and international stakeholders.

 Key Decisions and Discussions from the Agenda

The session began promptly with the Opening Statement and Adoption of the Agenda by the H.E. Ms. Semereta Sewasew CCM/E Chair. Following this, Ms. Gelila Shiferaw, the Ethics and Governance Committee (EGC) members facilitated the Declaration of Conflict of Interest by members and provided feedback on the ethical assessment of the 119th meeting.

  • Approval of Minutes and Matters Arising: Mr. Dagim Damtew Executive secretary of CCM/E presented the matters arising from the 119th regular meeting of September 23, 2025, and secured the meeting’s approval for the minutes.
  • Update on Global Fund Grant Oversight (Period 5): The core of the oversight session, presented by Ms. Tina Boonto, the Oversight Committee Vice-Chair, focused on the Global Fund HIV, TB, Malaria, RSSH (Resilient and Sustainable Systems for Health), and C19RM grants for the performance in period 5 (July to September 2025). This included a detailed presentation of the CCM/E Summary Dashboard, which highlighted programmatic achievements and identified performance gaps. The discussion focused intently on the OC recommendations formulated to address bottlenecks, improve grant absorption rates, and enhance the quality-of-service delivery.
  • Status Update on Oversight Field Visit Findings: Dr. Zerihun Hika, the Global Fund grant coordinator from the Ministry of Health provided a comprehensive status update on the findings and recommendations stemming from the Oversight Committee’s field visit conducted in May 2025. The update addressed the concrete steps taken to resolve implementation challenges identified at the regional and Woreda levels.
  • Mr. Fikadu Yadeta delivered a brief update on the rapid assessment of Key Population (KP)-friendly service modalities (Drop-in Centers and KP-friendly clinics). This presentation led to a discussion on proposed Grant Cycle 7 (GC7) adjustments necessary to ensure service continuity, bolster the effectiveness of KP programs, and adapt to changing disease patterns and evolving social and logistical challenges.

Roadmap for GC8 Funding Request Development was led by Dr. Aweke Tasew the Resource Mobilization Committee Chairperson, as he outlined the development roadmap for the Global Fund’s Grant Cycle 8 (GC8) funding request. The committee detailed the tentative timeline, critical milestones, and the roles and responsibilities of various stakeholders (including government, civil society, PRs, and technical partners). The discussion emphasized the need for a country-driven, evidence-based approach to ensure the GC8 request is ambitious, aligned with national strategic plans, and focused on maximizing impact and sustainability.
