Performance Review Meeting

Federal Ministry of Health has conducted National Integrated HIV, TB, Malaria, and RSSH Programs Performance Review Meeting in Hawassa town from May 20–22, 2026, under the theme: “Strengthening Integration of HTM and Resilient Systems”.

The objective of the Review Meeting was to assess the programmatic and financial performance across all grants and to introduce the integration concept under the theme of strengthening integration of HTM and resilient systems.

More than 100 participants from the Ministry of Health, implementing agencies, Regional Health Bureaus, Civil Society Organizations (CSOs), and the CCM/E Secretariat attended the review meeting.
Welcoming remarks were delivered by the Sidama Health Bureau Deputy Bureau Head, Mrs. Emebet, who appreciated the Ministry of Health, all participants coming from the regions, and the organizers for choosing Hawassa to host the important meeting. She also expressed her happiness and appreciation for hosting such a significant event.

The CCM/E Secretariat Executive Secretary, Dr. Kassa Hailu, stressed the importance of the review meeting, focusing on the integration of RSSH across programs to accelerate the implementation of the GC7Global Fund grant and to draw lessons for the development of the Indicative Plan for the GC8 funding request preparation.

The meeting was officially opened by Dr. Zerihun Hika on behalf of Dr. Dereje Duguma. In his opening remarks, he emphasized the importance of the review meeting in accelerating the implementation of the GC7 Global Fund grants within the remaining implementation timeframe. Key messages focused on strengthening coordination, improving integration across programs, and ensuring effective utilization of resources to achieve planned targets.

Following the opening speech, an overview of the meeting objectives and expected outcomes was presented. Integration issues among the three diseases, as well as the performance of the grant programs including programmatic achievements and financial accomplishments, were presented by the HIV, TB, Malaria, and RSSH programs.

Presentations on grant performance also highlighted key achievements, implementation gaps, financial performance, and priority actions required to improve program outcomes during the remaining grant implementation period.

Discussions were conducted based on the implementation progress and key challenges observed during execution.

Low performing Grants RSSH and HIV should work in coordination between Finance and programs. The identified gaps, their root causes, and the required actions to accelerate implementation were further discussed through thematic group discussions in each program area.

During the plenary session, participants emphasized the importance of developing accelerated implementation plans by all regions to improve grant performance and ensure timely achievement of program targets within the remaining grant period.

An updated presentation on the Global Fund GC8 funding was presented by Abayneh from the CCM/E Secretariat focusing on the overview of the Global Fund GC8 allocation, Global Fund principles, CCM/E core functions, and key Global Fund implementation actors. The presentation highlighted the Global Fund allocation, prioritization principles, sustainability approaches, integration of services, and country ownership in the GC8 funding cycle By Country Coordinating mechanism Ethiopia (CCM/E).

Participants agreed to develop an acceleration plan based on the identified gaps and root causes to expedite the implementation of the GC7 grant and ensure the successful closure of the grant cycle. They also emphasized the need to identify and address bottlenecks in the procurement of commodities, which constitutes the largest portion of the grant funding.
