Global Fund GC8 Program Split Consultative Workshop
The CCM/E Resource Mobilization Committee organized the Global Fund GC8 Program Split Consultation Workshop on May 6, 2026, at Inter Luxury Hotel. The workshop brought together more than 30 participants, representing a broad range of stakeholders from Ministry of Health programs, civil society organizations, and development partners.
Dr. Kalkidan Lakew from the CCM/E Resource Mobilization Committee delivered the opening remarks, outlining the objectives of the workshop and setting expectations for discussion on the proposed program split scenarios, including allocations to the RSSH grant.
Dr. Kassa Hailu, CCM/E Executive Secretary, delivered a welcoming speech to the participants and expressed his appreciation for their contributions during the Program Split Workshop.

Objectives of the Workshop
The workshop aimed to:
• Build a common understanding among stakeholders on the GC8 allocation and program split requirements
• Ensure alignment with Global Fund requirements
• Determine the optimal distribution of resources across the three diseases and cross-cutting Health Systems Strengthening (HSS/RSSH) interventions to maximize impact and sustainability
• Recommend a feasible program split scenario for the RSSH grant for CCM/E decision-making
Program Presentations
Following the opening remarks, presentations were delivered by the HIV, TB, Malaria, and RSSH programs. Each program presented:
• Key highlights from the National Strategic Plan (NSP)
• The total estimated cost for the coming three years
• A financial gap analysis for the GC8 funding cycle
The presentations covered HIV/AIDS, TB, Malaria, and RSSH priorities, funding needs, and gaps.
Participants actively engaged in discussion, raising questions and comments which were addressed by the presenters.
Overview Presentation on GC8 Program Split
A detailed presentation on the GC8 program split was delivered by the Resource Mobilization Committee and the CCM/E Secretariat.
Three proposed program split scenarios were presented for discussion.
Participants raised their concerns and several important issues regarding the proposed scenarios.
Key Issues Raised During the Discussion
• The need for clear justification for the allocation of funds to RSSH, particularly considering perceived low performance of RSSH in previous grants
• The need for stronger government contribution to other programs and RSSH co-financing commitments, particularly for program implementation and procurement of commodities
• The need to review and potentially revise the budget allocated to RSSH from disease program funding
• Concerns that creating a separate RSSH grant may negatively affect program implementation
After thorough discussion and consultations, the RMC agreed to revise and consider the comments and on the proposed program split scenarios for RSSH and come with reasonable clear justification and rationale for the Extraordinary CCM/E decisions which will be held on May 14 ,2026.
