The 121st CCM/E Regular Meeting was successfully conducted on March 31, 2026
The 121st Regular Meeting of the CCM/E was held on March 31, 2026, at the Inter Luxury Hotel in Addis Ababa. The meeting was attended by CCM/E members, alternate members, Principal Recipient (PR) representatives, and the Global Fund Country Team, as part of the in-country mission visit to Ethiopia.

Mr. Abayneh Admas, Interim Executive Secretary of the CCM/E Secretariat, opened the session by presenting the agenda and invited Her Excellency Mrs. Semereta Sewasew, Chairperson of the CCM/E, to deliver the opening remarks.

In her address, she highlighted the progress, achievements, and successes recorded under the GC7 Global Fund grant. She acknowledged and appreciated the contributions of CCM/E members, the Principal Recipients (PRs), and the leadership of the Ministry of Health, Ethiopia, in realizing these accomplishments. She emphasized the importance of sustaining these gains, encouraged participants to engage in a productive discussion on the key issues, and formally declared the meeting open.

Dr. Girmachew Mamo, CCM/E Vice Chair, presented the meeting agenda for endorsement. He then invited Mr. Awod, Chair of the Ethics and Governance Committee, to facilitate the members’ declaration of conflicts of interest. Matters arising from the 120th CCM/E meeting were subsequently presented, and the minutes were reviewed and endorsed.

Dr. Neghist Tesfaye, Chair of the Oversight Committee, presented the performance of the GC7 grants for the sixth implementation period. CCM/E members raised questions, comments, and suggestions, which were addressed by Oversight Committee members and the EPSS Director, Dr. Abdulkadir.

His Excellency Dr. Dereje Duguma, the state minister at the Ministry of Health, provided clarifications and addressed key concerns raised by CCM/E members regarding delays in fund disbursement and liquidation, stockouts in supplies, procurement delays, and other issues that need improvement in the next implementation period.

The roadmap for the development of the GC8 funding request and the proposed GC8 funding allocation were presented by Dr. Kalkidan, Vice Chair of the Resource Mobilization Committee, and Mr. Abayneh Admas, Interim Executive Secretary of the CCM/E Secretariat, respectively. A discussion followed, during which members provided comments and suggestions.
Key issues raised during the discussion included the need for stronger integration and alignment across programs, the importance of targeted consultancy and technical assistance, concerns about sustainability, and the implications of the proposed budget reduction.
The roadmap was endorsed, subject to incorporating members’ feedback. In addition, the decision regarding the split between RSSH and disease programs was reviewed and endorsed by the CCM/E members.
In closing, Her Excellency Mrs. Semereta Sewasew thanked all participants and the CCM/E Secretariat for their dedication and efforts in organizing the meeting.
