The 25th CCM/E Oversight Committee Meeting was held with PR and SRs to review GC7 Period 3(January-March 2025) Grant Performance   and Key Challenges at Inter Luxury, Addis Ababa in May 15th,2025

Addis Ababa, May 15, 2025 — The 25th Regular Meeting of the CCM/E Oversight Committee took place at Inter Luxury Hotel, gathering stakeholders from across Ethiopia’s health sector to evaluate the performance of the Global Fund’s GC7 grants for the third implementation period (January to March 2025). The session brought together Oversight Committee members, Principal Recipients (PRs), Sub-Recipients (SRs), and representatives from key federal agencies to reflect, assess, and realign around critical issues impacting grant implementation.

Chaired by Dr. Anteneh Kassa, the Committee Chairperson, the meeting served as a platform for comprehensive dialogue on the performance of programs targeting HIV, TB, Malaria, and Resilient and Sustainable Systems for Health (RSSH), while also addressing cross-cutting efforts related to the COVID-19 Response Mechanism (C19RM). The agenda was packed with insights—from achievements to emerging bottlenecks—and shaped into forward-looking recommendations for enhanced program delivery.

From the outset, participants aligned on three key objectives: first, to assess the programmatic and financial progress of GC7 grants; second, to identify ongoing and new challenges obstructing performance; and third, to propose actionable solutions and assign responsibilities for their implementation. Attendees included focal persons from program, monitoring and evaluation, procurement and supply management, and finance units—representing PRs, SRs, and federal entities such as EPSS, EFDA, EPHI, NEP+, CCRDA, HDAMA, OSSHD, ISHDO, and Love in Action Ethiopia.

A pivotal moment in the day came with a detailed presentation by Mr. Abayneh Admas, Oversight and compliance officer of the CCM/E Secretariat, who walked attendees through a consolidated dashboard of grant performance. The data painted a broad picture of progress, but also exposed critical areas requiring immediate attention. The session opened the floor to discussion on stock shortages, procurement delays, and system-level inefficiencies affecting implementation across all grants.

In-depth discussions followed for each program area. Implementing partners shared both accomplishments and concerns ranging from supply chain disruptions and funding uncertainties to low community engagement in monitoring and service delivery. Notably, the rollout of the ERP system and the status of the Community-Led Monitoring (CLM) framework drew significant attention, reflecting growing momentum behind data-driven oversight and accountability.

A recurring theme throughout the meeting was the impact of recent global funding shifts, including the cessation of USAID support for certain TB activities. The Oversight Committee emphasized the need for proactive mitigation planning to preserve service continuity and program resilience. Discussions also explored the status of previously agreed-upon CCM/E action items and how they have influenced implementation in the field.

By the end of the day, the Committee consolidated a list of core challenges and drafted preliminary recommendations. Each recommendation was paired with a responsible person and a clear timeline for follow-up, underscoring the Committee’s commitment to accountability and continuous improvement. These outputs will be shared with CCM/E leadership for review and action.
